Mentions different models to increase effectiveness. While discussing measurement and effectiveness of reference service, defines reference service, examines its scope and lists various factors which are essential to provide reference service. Discusses some of the methods to measure effectiveness of reference service. Concludes that present measurement techniques based on cost and time are not sufficient but users' satisfaction is an important indicator of the measure.
