KAPOOR (AL). Place of Librarian in Decision Making in Indian Institute of Technology, Delhi : A Case Study. 4,1;1979; 24-40

States that though the libraries have become 'status symbol' and the librarians have been often glorified but in every day life libraries are not fitted properly into the institutional framework and librarians are not given status in the institutional hierarchy. examiners the relevant clauses of the Act, Statutes, and the Ordinances governing the Indian Institute of Technology , Delhi and brings out inherent weaknesses, in the position of the librarian, which may render him ineffective. Points out that the librarian is denied a berth on decision-making bodies by not accepting him as a "Head of a Department", by not according him academic status and by not extending him parity in salaries scale with teachers. Shows as to how in day-to-day working the librarian by customs, practice and tradition is unable to participate in formal and informal decision-making process. Gives suggestions which may enable the librarian to participate effectively in the decision making process.

Enumerates the factors responsible for the establishment of separate under-graduate libraries in the USA & UK . Gives background against which the under-graduates libraries were established in Delhi University . Explains at some length the nature of Delhi University where it is primarily the colleges which look after the library services to the under-graduates. Analyses the working of the four under-graduate libraries established during 1974-1980. Findings are that only 9% the college students make use of these libraries, 78% of the membership in these libraries is confined to only ten out of some forty colleges, 75% of collection remains unused and the University is spending annually about Rs. 7,07000 on each. The facility remains highly unutilized. Gives suggestions towards better utilization of facilities.
